The dispatched of Japanese Experts to Indonesia was begin at 1984, Dr. Muneo Ogata was assigned as a JICA Chief Advisor and Team leader for a period of three months from July 4, 1984 to September 3, 1984. Dr. Ikuo Koike was assigned as an Expert on Virology from September 1, 1984 to March 31, 1985 and Mr. Kazuo Sudo was assigned as a Coordianator/JICA Liaison Officer from November 28, 1984 to March 31, 1985. They were started their activities for the commencing the construction of the Veterinary Drug Assay Project under the ATA-297 project and post their office at the Directorate of Animal Health Jalan Salemba Raya No. 16 Jakarta.

Pengiriman beberapa Tenaga Ahli (experts) dari Jepang ke Indonesia dimulai sejak Tahun 1984, pertamakali Dr. Muneo Ogata ditugaskan sebagai Penasihat Utama dan sekaligus sebagai Pemimpin team(team leader) JICA untuk jangka waktu tiga bulan dari tabggal 4 Juli 1984 samapai tanggal 3 September 1984, Dr. Ikuo Koike ditugaskan sebagai Tenaga Ahli JJICA di bidang Virology dari tanggal 1 September 1984 sampai dengan tanggal 31 Maret 1985 dan Mr. Kazuo Sudo yang bertugas sebagai Koordinator atau Liaison Officer sejak tanggal 28 November 1984 sampai tanggal 31 Maret 1985. Para Tenaga Ahli dari Jepang ini memulai kegiatannya dalam mempersiapkan pembangunan Laboratorium Pengujian Mutu Obat Hewan dalam sebuah proyek ATA-297 dan berkantor di Direktorat Kesehatan Hewan, Jalan Salemba Raya No. 16 Jakarta Pusat.

The Technical Cooperation between the Government of  Indonesia and the Government of Japan in an Agriculture Technical Assistance  (ATA-297) project was implemented since April 1984 up to March 1989 and was extended for the duration of two years up to Mach 1991, The Technical Cooperation were consisted of three main objectives: The Dispatched of Japanese Experts to Indonesia, Laboratory Building Construction and Equipment Provision and Technical Training of Indonesian Counterpart in Japan.

Kerjasama Teknik antara Pemerintah Indonesia dan Pemerintah Jepang dalam Proyek Bantuan Teknis Pertanian : dengan kode proyek Agriculture Technical Assistance (ATA-297) dilaksanakan sejak bulan April 1984 sampai bulan Maret 1989 dan diperpanjang untuk jangka waktu 2 tahun sampai dengan bulan Maret 1991, Kerjasama Teknis ini terdiri dari tiga bidang utama yaitu: Pengiriman Tenaga Ahli (expert) Jepang ke Indonesia, Bantuan Pembangunan Gedung Laboratorium dan Peralatannya dan Pelatihan Teknis bagi Tenaga Indonesia di Jepang.

The Headquarter of the Department of Agriculture in decades of 1980 and 1990 was located in Salemba Raya Street Number 16, Central Jakarta, it was just in front of Sint Carolus Hospital.

At that moment, Department of Agriculture was divided into several Directotate Generals and Body: Food Crops, Plantation, Fisheries, Livestock and Agricultural Quarantine Body.

Directorate General of Livestock Services was situated  in a 6 storey building Compound and the Directorate of Animal Health was located on the third floor of the building compound.

In 1984, Dr. IGN. Teken Temaja as a Director of Animal Heath, appointed Dr. Sofyan Sudarjat in coordination with Dr. Tjiptardjo, in manage the preparation of ATA-297 project for the establishment of the Veterinary Drug Assay Laboratory  which has been approved by the Government of Japan. Directorate of Animal Heath then assigned Dr. Hardono and Dr. Agung Gde Anom in companion with Dr. Diana, Dr. Ida Lestari and Dr. Sumadi  for a start up the preparation  of the ATA-297 project.

In the same time Dr. Mastur AR Noor who has been experienced working in a laboratory in Diseases Inventigation Center Region I Medan and Dr. Syamsul Bahri S MSc, a post graduated from James Cook University Australia who has long been experienced as an East Kalimantan Province Livestock Services officer, were then called to Jakarta and assigned as key persons in implementation of the Veterinary Drug Assay project in coordination with the Japanese expert. They were started their activities for the commencing  the establishment of the Veterinary Drug Assay Project and have their office in the Directorate of Animal Health Compound in Jalan Salemba Raya No. 16, Central Jakarta

Direktorat Jenderal Peternakan menempati gedung D yang letaknya paling depan dan Direktorat Kesehatan Hewan berada pada lantai 3 gedung tersebut.

Pada tahun 1984 sebagai Direktur Kesehatan Hewan Dr. IGN. Teken Temaja menugaskanDr. Sofyan Sudarjat dan Dr. Tjiptardjo SE untuk berkoordinasi dalam mempersiapkan Proyek ATA-297 bagi pembangunan Pusat Pengujian Mutu Obat Hewan yang telah disetujui oleh Pemerintah Jepang.

Dalam pelaksanaannya Dr. Hardono dan Dr. Agung Gde Anom dibantu Dr. Diana, Dr.Ida Lestari dan Dr. Sumadi mulai menata persiapan yang diperlukan bagi pelaksanaan pembangunan proyek ATA-297, selain  itu Dr. Mastur AR Noor yang telah memiliki pengalaman bekerja di Laboratorium BPPH WilayahI Medan dan Dr. Syamsul Bahri S MSc yang telah menyelesaikan Paska Sarjana dari James Cook University Australia dan memiliki pengalaman Administrasi di Dinas Peternakan Kalimantan Timur dipanggil ke Jakarta dan ditugaskan oleh Direktur Kesehatan Hewan untuk melakukan koordinasi antara Pemerintah Indonesia dan Pemerintah Jepang bagi pelaksanaan proyek tersebut. Untuk melaksanakan  tugas-tugas tersebut mereka menempati sebuah ruangan di Direktorat Kesehatan Hewan, Jalan Salemba Raya No. 16 Jakarta Pusat.

The Bogor Presidential Palace was built by the Dutch Governor General in 1745 originally and restored in 1832, it was located inside the Botanical Garden area.

ORIENTATION TO STUDY AT DISEASES INVESTIGATION CENTER

Veterinary Drug Assay Laboratory (VDAL)  by its founders hopefully would become a Veterinary Laboratory which play a significant role for the advancement of Indonesian Veterinary Medical science in the future, for the purpose, the Directorate Animal Health designed a basic scheme in settle of Human Resources and Infrastructure.

In the implementation in 1983, The Directorate of Animal Health under the coordination of Dr. Sofyan Sudarjat and Dr. Tjiptardjo SE were assigned Dr. Hardono who assisted by a new veterinarians which will become a technical staff of VDAL, among others Dr. Agung Gde Anom, Dr. Diana Hermawati, Dr . Ida Lestari S were studied every aspect which concern to the Veterinary Drug Supervision related to the establishment of Veterinary Drug Assay Laboratory.

In order to gain an understanding and technical know how on various kind of laboratory works, all veterinarians assigned were need to have some insight and study at the Diseases Investigation Center (DIC) Laboratory, in this respect Dr. Hardono and Dr. Agung Gde Anom were assigned by the Directorate of Animal Health  visited DIC Region I, Medan North Sumatra and DIC Region III, Tanjung Karang Lampung for a comparative study.

As a staff  of VDAL, Dr. Diana Hermawati and Dr. Ida Lestari. S were assigned to have an oriented study on everything about laboratory works at The DIC Region I, Medan, North Sumatra Province and at The DIC Region III, Tanjung Karang, Lampung Province for a period of 6 months, as well as Dr. Sumadi who have had an oriented study at The DIC Region I, Medan, North Sumatra during a period of 6 months.

In the middle of 1983, The Directorate of Animal Health recruited Dr. Mastur AR. Noor, a staff of DIC I, Medan to Jakarta and appointed him to assist the officer from Japan as a counterpart in preparing ATA-297 project which was referred at the time as a “Center of Veterinary Drug Assay” project, which will be located at Gunung Sindur Bogor, the officer from Japan at that time were Dr. Ikuo Koike who has long been as a counterpart working at DIC Region I, Medan as a JICA representative and Mr. Kazuo Sudo as a JICA Liasion officer.

STUDY ORIENTASI DI BALAI PENYIDIKAN PENYAKIT HEWAN.

Laboratorium Pengujian Mutu Obat Hewan oleh para pendirinya direncanakan merupakan suatu sarana yang dipersiapkan bagi kepentingan Nasional dan kelak akan memainkan peranan penting bagi peningkatan dan pengembangan Ilmu Kedokteran Hewan di Indonesia. Untuk tujuan tersebut, Sumber Daya Manusia nya perlu dipersiapkan.

Sebagai permulaannya pada tahun 1983 beberapa pejabat yang bertugas di Direktorat Kesehatan Hewan dibawah koordinasi Dr. Sofyan Sudarjat dan Dr. Tjiptardjo. SE, menugaskan Dr. Hardono, dibantu beberapa dokter hewan baru di Direktorat Kesehatan Hewan yang dipersiapkan sebagai tenaga teknis yang kelak akan bertugas di Laboratorium Pengujian Mutu Obat Hewan, Antara lain Dr. Agung Gde Anom, Dr. Diana Hermawati dan Dr. Ida Lestari.S untuk mempelajari aspek-aspek yang berhubungan dengan Pengawasan Obat Hewan bagi persiapan pembangunan Laboratorium Pengujian Obat Hewan di Indonesia.

Selain itu agar mendapat pemahaman dan ketrampilan mengenai berbagai pekerjaan di laboratorium, para dokter hewan yang telah ditunjuk tersebut terlebih dahulu perlu menambah wawasan di beberapa laboratorium BPPH, untuk maksud itu, Dr. Hardono dan Dr Agung Gde Anom, ditugaskan melakukan kunjungan ke BPPH Medan dan BPPH Lampung.

Sebagai tenaga yang dipersiapkan untuk BPMSOH Dr. Diana Hermawati dan Dr. Ida Lestari.S ditugaskan melakukan study orientasi mengenai berbagai macam hal yang dibutuhkan bagi pekerjaan di laboratorium, mereka dikirim ke BPPH Wilayah III Tanjung Karang- Lampung dan di BBPH Wilayah I Medan Sumatra Utara selama 6 bulan, dan tambahan seorang tenaga baru Dr. Sumadi ditugaskan untuk melakukan studi orientasi selama 6 bulan di BPPH Wilayah I Medan.

Pada pertengahan 1983 Direktur Kesehatan Hewan menugaskan Dr. Mastur AR.Noor, seorang staff dari BPPH Wilayah I Medan dipanggil ke Jakata untuk mendampingi tenaga ahli dari Jepang dalam mempersiapkan pelaksanan proyek kerjasama teknis ATA-297 yang saat itu disebut sebagai pendirian proyek “Pusat Pengujian Mutu Obat Hewan” di Gunung Sindur Bogor. Tenaga ahli dari Jepang saat itu adalah Dr. Ikuo Koike yang telah berpengalaman bertugas di BPPH Medan, dan Kazuo Suda sebagi Liasion Officer dari JICA.

In March 1983, the Government of Japan dispatched two survey teams, namely a Preliminary Survey Team on Technical Cooperation and a Basic Design Survey team for the construction of VDAL. The teams were concluded that VDAL would play a great role to ensure the quality of veterinary drugs distributed in Indonesia and contribute much to the livestock development, then a Diplomatic Notes were exchanged in September 1983 between Indonesia and Japan to construct the VDAL in a Grant Aid Project. In February 1984, the Record of Discussion on Technical Cooperation for VDAL was signed and the Japan International Cooperation Agency (JICA) then launching ATA-297 project, an Agriculture Technical Assistance-297 for the duration of five years which started from April first 1984

The construction of the laboratory buildings by Raymond Architecture and Takenaka corporation on a site of 5.5 square hectares which located at Gunung Sindur Subdistrict, the region belong to Bogor District were started in March 1984 and completed in early January 1985 and the hand over of the building to the Government of Indonesia was in January 26, 1985 while the construction  of ancillary facilities such as staff houses, a dormitory, fences around the premise were under Indonesian Government counter budget and were completed in March 985.

Kedua Tim Peneliti menyimpulkan bahwa nantinya Laboratorium ini memegang peranan penting bagi peredaran obat hewan di Indonesia yang memenuhi suatu standard mutu dan hal ini merupakan suatu sumbangan yang nyata bagi pembangunan kesehatan hewan, kemudian sebagai tindak lanjutnya pada bulan September 1983 diadakan Pertukaraan Nota Diplomatik antara Pemerintah Indonesia dan Pemerintah Jepang bagi pembangunan Laboratorium Pengujian Mutu dan Sertifikasi Obat Hewan (BPMSOH) dalam sebuah Proyek Hibah(Grant Aid).

Pada bulan Februari 1984 , hasil Catatan dan Diskusi mengenai Kerjasama Teknik pembangunan Laboratorium ini ditanda tangani dan dilaksanakan dibawah pengawasan Japan International Cooperation Agency (JICA) dengan kode proyek ATA-297 (Agriculture Technical Assistance-297) dan pelaksanaanya diperirakan membutuhkan jangka waktu lima tahun yang dimulai pada Awal April1984.

Pembangunan Laboratorium dikerjakan oleh Japan Raymond Architecture and Takenaka Corporation di atas sebidang tanah seluas 5,5 hektar disebuah daerah di Kecamatan Gunung Sindur, diwilayah Kabupaten Bogor, pelaksanaan pembangunan dimulai pada bulan Maret 1984 dan dapat diselesaikan pada awal Januai 1985, kemudian bangunan Laboratorium ini diserah terimakan kepada Pemerintah Indonesia pada tanggal 26 Januari 1985. Selain itu pembangunan fasilitas tambahan berupa perumahan para pegawai, sebuah asrama dan pemagaran disekitar kawasan Laboratorium dan pemagaran perumahan dikerjakan dengan anggaran pemerintah Indonesia(counter budget) dan selesai pada bulan Maret 1985.

As a preparation in establishing of Veterinary Drug Assay Laboratory in Indonesia, Directorate of Animal Health under the Ministry of Agriculture, Directorate General of Livestock Services which located at Department of Agriculture in Salemba Raya street No. 16 Jakarta Pusat. Officially recruited two veterinarians to study various kind of Assaying Veterinary Biologics in a laboratory in Japan as a Preliminary Study.

The two veterinarians were the senior who have been experienced working in a Diagnostic Laboratory, they were : Dr. Rusmar Abbas, a staf of Diseases Investigation Center Region VII, Maros-South Sulawesi (covering Sulawesi island, Moluccas, Western Papua/Irian Jaya) who has familiar working with veterinary viral diseases suchs poultry disesases, small animals, large animals and Rabies, then Dr. Alit Eka Putra, a staff of Diseases Investigation Center Region VII Denpasar-Bali(covering Bali island, West Nusa Tenggara, East Nusa Tenggara, East Timor) who has familiar working with veterinary Biologics.

Dr. Rusmar Abbas and Dr. Alit Eka Putra were trained at Veterinary Drug Assay Laboratory Tokura, Kokubunji-shi, Tokyo Japan during a periods of 6 months, they were study on how to assay veterinary biologics, such as poultry vaccine, small animals vaccine, Rabies vaccine, Antigen , Antisera, examination Antibiotics and Hormon, they were also studied what equipment and apparatus and everything which were necessary in facilitating and supporting examination of veterinary drugs in Veterinary Drug Assay Laboratory in Indonesia when the Laboratory establish later on.

Sebagai persiapan berdirinya BPMSOH, Departemen Pertanian, Diektorat Jenderal Peternakan melalui Direktorat Kesehaatan Hewan yang pada masa itu berkedudukan di Kantor Pusat Departemen Pertanian di Jalan Salemba Raya No. 16 Jakarta Pusat mulai mempersiapkan Sumber Daya Manusia yang kelak akan menjalani tugas penting bagi berjalannya pengujian di Laboratorium Pengujian Mutu Obat Hewan.

Pada tahun 1981 ditugaskan 2 orang tenaga dokter hewan yang sudah berpengalaman bekerja di Laboratorium, yaitu : Dr. Rusmar Abbas dari Balai Penyidikan Penyakit Hewan Wilayah VII Maros-Sulawesi Selatan yang sudah menggeluti berbagai penyakit virus, baik virus unggas, hewan besar, hewan kecil terutama sekali dalam menangani wabah penyakit Rabies di wilayah Indonesia Bagian Timur, kemudian Dr. Alit Eka Putra dari Balai Penyidikan Penyakit Hewan Wilayah V Denpasar-Bali sebagai staf di Bagian Penyidikan Penyakit Hewan Bakterial. Keduanya oleh pemerintah Indonesia, melalui Direktorat Kesehatan Hewan ditugaskan untuk mempelajari berbagai macam pengujian di sebuah laboratorium VETERINARY DRUG ASSAY LABORATORY di Tokura, Kokubunji-shi, sebuah kota kecil di kawasan Tokyo, Jepang, selama 6 bulan mereka mempelajari berbagai macam pengujian bahan biologik : vaksin, antisera, antibiotic, hormone serta mencatat berbagai alat-alat yang digunakan di laboratorium pengujian obat hewan. Dari pelatihan ini keduanya membuat sebuah laporan mengenai berbagai pengujian biologik yang akan dikerjakan kelak dan menyusun berbagai kebutuhan alat alat laboratorium yang diperlukan sebagai penunjang bagi pembangunan Laboratorium Pengujian Mutu Obat Hewan di Indonesia.

THE URGENT OF “QUALITY” VETERINARY DRUGS

Veterinary drugs play an important roles in prevention and control of an animal diseases. A stable supply of good quality veterinary drugs is of great importance to the livestock industry to ensure a high productivity. There has been a growing demand among the peoples who involved in the livestock industry for an institutional quality control of veterinary drugs for the further development of the industry.

Base on the fact finding above, the government of Indonesia realized the importance of supervising veterinary drugs within the country and proposed a plan to established a Veterinary Drug Assay Laboratory (VDAL) under the assigned ATA-297 (Agriculture Technical Assistance-297) project. The Government of Japan then responded positively to this ATA-297 project and dispatched a contact mission concerning a supervision of veterinary drugs in Indonesia and investigate the necessity of establishment of a Veterinary Drug Assay Laboratory (VDAL) in November 1982..

The establishment of VDAL is being possible by a striving force of Dr. IGN. Teken Temaja, the man who has been a success in settled 7 Animal Health Laboratory “Diseases Investigation Center”in many region of Indonesia: Medan-North Sumatra, Bukit Tinggi-West Sumatra, Tanjung Karang-Lampung, Wates-Yogyakarta, Denpasar-Bali, Banjar Baru-South Kalimantan and Maros-South Sulawesi. There were also a team success behind, among others: Dr. Tjiptarjo SE, Dr. Artowo Sastrosemito, Dr. Masri Hanafi, Dr. Sukobagyo, Dr. Sofyan Sudarjat, Dr. Panji Satria, Dr.Eli Sawitri, Dr.Hardono, Dra.Suryanti, while Dr. Rusmar Abbas from DIC-Maros and Dr. Alit Eka Putra who had a chance trained in Japan and Dr. Mastur AR. Noor who had been trained in France. From Japan side there were many persons who play a significant role in the establishment of  Veterinary DrugAssay Laboratory, among others Dr. Muneo Ogata, Dr. Shozo Tanaka, Dr. Setsuo Hokonohara, Dr. Ikuo Koike.
